Outreach Recruitment is seeking an experienced QHSE Manager on behalf of a leading organisation within the ship repair and industrial sector, based in Paola, Malta. This is a full-time, on-site senior management role with responsibility for developing, leading, and maintaining the Quality, Health, Safety, and Environmental function across all operational activities.

This position is ideal for a proactive QHSE professional with solid management experience in maritime or industrial environments, committed to building a robust safety culture, ensuring full regulatory compliance, and driving continuous improvement across the organisation.

• Develop, implement, and maintain QHSE policies and procedures in compliance with international and local regulations (ISO, IMO, SOLAS, OHSAS, and others).
• Monitor compliance with safety, health, environmental, and quality standards across all operations.
• Conduct regular audits, inspections, and risk assessments to identify hazards and ensure corrective actions are implemented.
• Design and deliver training programmes to raise awareness of QHSE standards among employees and contractors.
• Lead incident investigations, perform root cause analysis, and report findings to senior management.
• Collaborate with operational teams to integrate QHSE requirements into project planning and execution.
• Maintain accurate documentation and prepare QHSE performance reports for internal and external stakeholders.
• Drive continuous improvement initiatives in safety, quality, and environmental performance.

• Bachelor's degree in Engineering, Environmental Science, Safety Management, or a related field.
• Minimum 5 years' experience in a QHSE management role, preferably within maritime, shipbuilding, or industrial environments.
• Strong knowledge of international safety, environmental, and quality standards.
• Excellent leadership and communication skills.
• Ability to analyse data, identify trends, and implement effective improvement measures.
• Strong problem-solving skills and ability to work under pressure.
• Proficiency in English; additional languages are an asset.

• NEBOSH, IOSH, or equivalent occupational health and safety certification.
• Familiarity with ISO 9001, ISO 14001, ISO 45001, and OHSAS 18001 standards.
• Experience in shipyard or large-scale industrial operations.
• Knowledge of IMO, SOLAS, and other maritime regulatory frameworks.
